Altus Schools receives accreditation status

“All of our school sites received accreditation with no deficiencies except two schools, which are designated on the school improvement list,” said Altus District Superintendent Roger Hill during the Board of Education of the Altus Public School District regular meeting on Monday, Sept. 9, in the Conference Room of the Administrative Building.

The District’s accreditation status for 2013-2014 has been approved by the State Board of Education with warning, Hill explained. The two schools on the school improvement list, Will Rogers Elementary as a targeted intervention school, and Altus Intermediate as a focus school, rolled over from last year’s school improvement list, so automatically receive the status of Accreditation with Warning.

Hill also presented the 2013 ACT Report that shows five year averages and trends at both district and the state levels. 146 Altus seniors achieved an average composite score of 20.4, whereas a total of 28,988 Oklahoma students averaged a composite score of 20.8.

The Board approved a resignation of certified personnel Melinda Michael - Specialty Teacher at Will Rogers, effective Sept. 9, and also approved a list of substitutes, time sheet employees, volunteers, and extra duty assignments.

The Board approved the “Various Financial Statements and Estimate of Needs” for the FY ending June, 2014. Superintendent Hill commented that the report shows conservative estimates on revenue compared to previous years stating, the estimates are $5 million less than collected in 2008 and 2009 due to factors of sequestration and a short fall of state revenue, and decline in enrollment, resulting in less district funding.

“These are conservative estimates we most likely will over collect in just about all of them,” Hill said. President Dr. John Thomas informed this report is provided each year to the Jackson County Clerk’s Office in order to receive funding.

The Board also approved revisions to district polices to comply with changes in state legislature and recommendations made by the State Board of Education. Revised policies include Online Instruction, Teacher Evaluations, Teacher Termination Procedures, Open Transfer Policy, Harassment, regulation Prohibiting Harassment, and investigative procedures for Prohibiting Harassment.

The Board approved Superintendent Hill to attend the AASA National Conference on Education to be held Feb. 13-15, 2014, in Nashville, Tenn. OASA will pay for registration fee, airfare, hotel, and meal expenses.

Other items approved by the Board include Resolution No. 2013-1 adopting the Jackson County Multi-Jurisdictional Hazard Mitigation Plan, declaring the football scoreboard from Hightower Stadium as surplus, and a bid from Putnam Toyota for a new school vehicle for the Technology Department. The bid was for a used 2012 Toyota Scion for $12,799.

Items on the consent agenda that were approved include minutes from the August regular and special meeting, monthly reports, the appointment of Gifted and Talented Advisory Committee, District Professional Development Advisory Committee, continued participation in the Oklahoma Public School Unemployment Compensation Account, Statewide Alternative Academy Plan for FY 2014, request for use of school facilities, and an agreement with Head Start. Other items approved in the consent agenda were contracts for Altus Public Schools Golf Team to us the Windy Trails Golf Course and The Greens of Altus for FY 2013-14, and a Memorandum of Understanding with the Jackson County Health Department for teen pregnancy prevention.

The item to consider “Other Academic Measures List” of the TLE System as approved by the Oklahoma State Board of Education was postponed for one month to allow administrative staff and principals more time to discuss the item.
