After a twelve year investigation into the disappearance of an Altus woman, investigators of the Altus police department submitted an affidavit to the Jackson County District Attorney’s office on Monday morning, Nov. 25.
According to Altus Chief of Police Tim Murphy, an arrest warrant was issued on Tuesday morning for Garland Paul Allen, formerly of Altus now living in Hillsboro, Tx., on a complaint of 2nd degree Murder. Police began their investigation into the disappearance of Tracy Lynn Allen in 2001. In May 2001, the suspect’s mother told police that her son, Garland Paul Allen, showed up at her front door with the couple’s two children. He told his mother that Tracy had run off with another man.
Records show that the couple had a “rocky” relationship and that police were called to many domestic disturbances and custody issues involving their two children. In September 2000, the couple divorced and Tracy and her two children began living on their own.
On or about May 2001, investigators believe Garland Allen killed Tracy Allen by striking her in the head and about the body with a rifle. He then disposed of her body by concealing her in a piece of carpet and burying her body at an unknown location.

Investigators traveled to Hillsboro, in an attempt to serve the arrest warrant on Garland Paul Allen. He has eluded authorities and is now on the run. Allen is a 49 year white male, 5ft. 8in. tall and weighs 180 lbs. He has brown hair and blue eyes. Allen may be traveling in a black 2000 Toyota pickup with Texas tags CNJ0943. He may be traveling to Lone Wolf. He may also be traveling to the Oklahoma City Area. Allen is considered armed and dangerous. Allen has an outstanding arrest warrant through the Third Judicial District of Jackson County Oklahoma on a charge of Murder in the Second Degree.
