The City Council voted to renew their Memorandum of Agreement with the District 3 Drug Task Force, and repealed an ordinance for a motor vehicle impound fee during the regular meeting of the Altus Municipal Authority and City Council on Tuesday, June 17.
During the City Council meeting District Attorney John Wampler asked the City to renew the Memorandum of Agreement with some new changes.
“This is the 21st year I believe that the task force and the City of Altus have entered into this partnership,” Wampler said. He then added there was a small revision to the contract. “Bob Carter has been the Task Force Coordinator. He has remained as an employee of the City of Altus. Throughout that at period of time you have paid his salary and loaned him to the Drug Task Force. Bob is proposing to retire at the end of this month.” Wampler said that Carter will remain as the Drug Task Force Coordinator with salary and benefits paid through the Office of the District Attorney via grants funds. The City will be able to hire a new officer as well as loan another officer to the Task Force. Wampler requested that Officer Chris Elrod continue to operate with the Drug Task Force.
Council approved the agreement with the District 3 Drug Task Force for a multi-jurisdiction Drug Task Force for the period of July 1 2014, to June 30, 2015.
Also during the City Council meeting, Council voted to repeal a previous ordinance from the May 20, Council meeting to create a $100 Motor Vehicle Impoundment Fee. During the discussion, Councilman Chad Osborne said, “The more I think about this, it looks like a really good way to get out of control trying to make money, and I make a motion to throw it completely out.” In a 7 to 2 vote, the Ordinance was repealed.
Also during the Council meeting, Council awarded a bid to Oklahoma Municipal Assurance Group for Property, Crime & Fidelity, and Inland Marine insurance coverage, with a deductible of $50,000, for a one year period. Council approved a contract for services for $10,000 for payroll expenses for the American Red Cross Southwest Oklahoma Chapter for it’s services, to be paid in two installments (July 2014, and January 2015). Council approved a resolution to express support and intent to renew a contract with Altus-Jackson County E-911 Regional Trust Authority for Administration of the Emergency Telephone Service. Council approved a renewal lease between the City of Altus and the Southwestern Youth Services for renting the Rotary Center for the FY July 1, 2014 to June 30, 2015.
During the AMA meeting, the AMA renewed a contract with M&B Contracting for flatbed services for FY 2014-2015 for the same price as last year. The rate is included for $2 per water meter (April through September) and $1.75 per meter (October through March) not to exceed 8,200 water meters.
The AMA awarded a bid to Texoma Powerline, Inc., of Sayer, to provide labor to upgrade the power distribution system, and authorized the expenditure of $179,905 of the Electric Department’s current FY budget to be transferred into the Project Account Distribution System Upgrade for a total bid cost of $750,000.
The AMA also approved the next phase to relocate approximately 5,781 LF of 18” pipeline from the Round Timber Well Field to allow for the US Hwy 283 Oklahoma Department of Transportation construction project, and acknowledged receipt of ODOT’s letter requesting the project be finished by November 26. The AMA authorized project engineer, Fox, Drechsler & Brickley, Inc., to seek competitive bids. ODOT will reimburse the City all costs for work performed under this project.
The AMA also approved for Fleet Maintenance to perform a complete engine rebuild on the Sanitation Department’s 2005 International Sideloader, in the amount of $30,000.
Council entered into executive session to discuss employment terms and a revised agreement of the City Manager, and in open session voted to keep the current contract in place until the new contract is approved, let the City Attorney revise and update the contract according to the direction provided in executive session, and allow the City Manger to review and bring the contract back to council.
