The Altus Municipal Authority and Altus City Council will receive a presentation about the Water Treatment Plant during their regular meeting, 6:30 p.m. Tuesday, Nov. 5, in Council Chambers of the Municipal Complex, to include a progress update and financial summary on construction, and possibly vote to approve a change order for additional work. A revised engineering report for Phase II for plant improvements will be submitted to the Oklahoma Department Environmental Quality in the next two weeks.
After going over the AMA consent agenda, the AMA will consider several resolutions relating to budget amendments to allow for the budget to remain balanced. They will consider to adopt a budget amendment of the AMA of the City of Altus for the FY 2013-14, to reflect $6,300 received from the Strategic Military Planning Grant for the relocation of the waterline at Falcon Road and Park Lane; adopt a budget amendment to move into this FY’s funds that were budgeted for $100,000 for a Landfill Expansion but were not used in FY 2012-13; to adopt a budget amendment to reflect Strategic Military Planning Grant monies for the Veteran’s waterline project in the amount of $207,000; to adopt a budget amendment to reduce water plant chemicals with an offsetting reduction in water revenue that are projected to not be earned in the City of Altus for the FY 13-14.
The AMA will consider to award Bid #13200 to AMI Investments, LLC, d/b/a Nighthawk of Irving, Texas, as the best and only bid for 48 Residential Class 200, Form 2s Disconnect/Reconnect Meters at a total price of $19,934.88, to be paid out of the OMPA CUPS program check. They will also consider Bid #14000 for an Open Channel-Electric Grinder to JWC Environment, LLC of Santa Ana, California, as the best and lowest cost at $55,500. AMA will also discuss to authorize the Purchasing Department to advertise for bids for material to construct a single phase electric line for service to AMA property known as The Yates Farm.
The AMA will consider whether to reject all bids, and not award Bid #14300 for Copper Sulfate Aqueous Solution, for the Water Treatment Plant and also consider Bid #13300 for Liquid Chlorine, to Brenntag Southwest, Inc. of Nowata, as the best bid at $.46 per pound for a total estimated annual cost of $60,000 for the Water Treatment Plant.
The AMA will also consider to approve a staff’s draft of a Request For Proposal for the solicitation of proposals to select a contractor to contract out Solid Waste Collection and Disposal Services, instead of City/AMA crews performing garbage and trash pick-up and disposal at the Altus Municipal Landfill, or vote to make revisions to the staff’s draft. They will also consider a staff’s draft of a Request For Proposal to Lease the Altus Municipal Landfill, providing daily operation, maintenance, and possible future design, construction of new landfill cells, including an Alternative Proposal of reduced tipping fee for minimum/maximum tonnage of solid waste outside Altus/State of Oklahoma, or vote to make revisions to the staff’s draft.
During the City Council meeting, Council will consider a Resolution to appoint Maranda Ryburn, Vice President of Great Plains Pump & Construction, Inc. of Mustang, as Purchasing Agent for the Falcon Road and Park Lane Water Line Relocation Project, Bid #13810.
Council will also consider a Resolution to adopt a budget amendment for the Hunter Pointe Bridge Project funded from sale of property to Wilmes for $78,750 and $17,100 from Shurway, Inc., received last fiscal year of the City of Altus for the FY 13-14.
They will consider a Resolution directing filing and notification to the public of the publication of Supplement #32 to the Altus City Code 1980.
Council will consider a Subscription Agreement between the City of Altus and Insurance Information Exchange (iiX), a unit of ISO Claims Services, Inc. related to the Altus Municipal Court, and providing a copy of monthly conviction reports to them at a price of $35 per monthly file and authorize execution of Agreement.
Council will also consider a Contract between the City of Altus and Skulls Unlimited International, Inc. for the pickup and disposal of all dogs and cats euthanized by the City for a one year period, for educational study, primarily to the veterinary community, and authorize the Mayor to sign Contract.
Council plans to discuss the status of “The Greens of Altus” Golf Course, including consideration of an offer to purchase or lease the facility, and possibly vote on the continued operation of the golf course. Later in executive session, will discuss the purchase or appraisal of this property.
Consider an Ordinance to amend Section 25-4, Fees—Generally Container system of storage— Generally, Chapter 25 Solid Waste, to add sub-sections (C) and (D) to prohibit those persons paying for garbage and trash service from depositing solid waste in an other’s trash container so as to prevent their use of the container and to prohibit non-residents from dumping garbage and trash in City trash containers, all violators subject to the general penalty Section 1-10 of the Altus Code.
After discussion of new business, Mayor’s appointments, comments and reports from the City Administrator, Council member’s, and the Mayor, the meeting will adjourn.
