Nonprofit Management Institute Held

The Great Plains Literacy Council was selected to attend the Nonprofit Management Institute, held June 2-4 at The Cliffs Resort at Possum Kingdom Lake in Texas. Delegates included Coordinator Ida Fay Winters and GPLC Board members Kristen Balko from Altus and Mary Beth Williams of Hollis.

The intensive training provided at the Institute was sponsored by The Priddy Foundation and the Nonprofit Center, both of Wichita Falls, Texas. There were 16 nonprofit organizations from north Texas and Southern Oklahoma represented. The GPLC delegates left the Institute refreshed, renewed, re-energized and ready to implement measurable goals to effectively impact the people in Jackson and Harmon Counties.

One highlight of the training included each organization having a consultation session with professionals in the nonprofit sector. Independent Development Consultant Ragan Blackmon from Lawton analyzed organizational and financial reports of the GPLC prior to the 3-day meeting. She is a Certified Fund Raising Executive who has 30 years of service to nonprofit agencies by helping programs raise millions of charitable dollars for health care, higher education, and social services. She complimented the GPLC for years of volunteerism and education and discussed donor cultivation, planned giving, and identifying philanthropic support for literacy.

The purpose of the institute was to encourage ways to build a strong nonprofit board. Legal duties and responsibilities of board directors and staff were reviewed. The GPLC delegates were thankful for the training and will be sharing ideas with other board members and staff at the July 10th Great Plains Literacy Council’s annual meeting at 4 pm in the Altus Public Library meeting room.

Man arrested on sexual assault charges

Courtney “B J” Randolph, 35, has been arrested on charges of kidnapping; forcible sodomy, three counts; punishment for first degree rape; threatening to perform an act of violence; violation of ex parte or final protective order; breaking and entering; and operating a motor vehicle without a license.

According to reports from the Jackson County Sheriff’s Office, a warrant was issued for Randolph’s arrest after an incident that happened in January of this year near Eldorado. He was arrested and brought to the Jackson County Jail on Thursday.

According to reports, Randolph already had eight active outstanding Misdemeanor Warrants out against him, as well as two active Felony Warrants for his arrest in three counties in Oklahoma and one county in Texas. However, Randolph was arrested this week in connection with an incident in which he has been accused of keeping a 17-year-old female against her will, and sexually assaulting her.

In the reports, it said that Randolph was a family friend, and that the girl didn’t fear being with the man, but during a trip to a local convenience store, Randolph became abusive and sexually violent. After the incident occurred, the girl said that Randolph returned her to the place where she was living. He reportedly told that the girl that if she told anyone, he would cut her throat.

The police were called, and the girl was taken to the hospital for examination. In the time after the incident, Randolph led Eldorado authorities on a high speed chase, both through town and in the country where he eventually lost them.

Reports stated that Randolph had fled to Kansas the night of the alleged assault to avoid capture. A phone number was provided for the suspect, and authorities contacted him. Randolph told officers by phone that he fled due to the outstanding warrants and for no other reason. He further said that it would take him nine hours to return to Altus, but he would return to talk with them about the events of the previous evening.

The next morning, Randolph called the dispatcher at the Sheriff’s Office and said he had changed his mind about turning himself in and would be hiring a lawyer.

Commissioners to consider burn ban

The Jackson County Commissioners will hold their regular meeting at 9 a.m., Monday in the Commissioners Office of the County Courthouse. They will discuss a possible burn ban in Jackson County, and consider other items listed on the agenda.

After approval of previous meeting’s minutes, reports, officers reports, and blanket purchase order, Commissioners will consider action on Publication of Commissioners Proceedings for the month of May.

Commissioners will also consider action on re-appointment of Corwin Petzold to serve as trustee on the Jackson County Memorial Hospital Authority beginning July 1, ending June 30, 2017; consider re-appointment of Dr. June Knight to serve as trustee on the Jackson County Memorial Hospital Authority beginning July 1, ending June 30, 2017; and consider re-appointment of Corwin Petzold as board member to serve on the Elmer Rural Volunteer Fire Department beginning July 1, through Dec. 4.

Commissioners will consider designation of Receiving Officers for the Commissioners’ office effective July 1; Receiving Officers and Requisitioning Officers for the Court Clerk’s office effective July 1, through June 30, 2014; and designation of Inventory, Requisitioning, and Receiving Officers for the Treasurer’s office effective July 1.

A Resolution for Designating County Depository Banks by Jackson County Treasurer, Renee Howard for FY July 1, through June 30, 2014 will be considered, as well as a Resolution authorizing Jackson County Treasurer to apportion interest to designated accounts beginning July 1, ending Dec. 31, and a Resolution authorizing Jackson County Treasurer to invest funds for FY July 1, through June 30, 2014.

Other items to be considered include will disposal of surplus equipment for Jackson County Treasurer’s office, possible action on Certificate of Assessed Valuation for Olustee Public School, a Contract for gravel rock from the Granite Pit between John Coffman and Jackson County District, and opening bids on Road and Bridge Materials, Tires and Herbicides.

After discussion of new business and approval of claims, the meeting will adjourn.
