Doctor lawsuit, Martha bridge items discussed at meeting

Jackson County Commissioners met for their regular end-of-the-month meeting on Friday, Oct. 30, at 10 a.m. in the Commissioner’s office of the Jackson County Courthouse. End-of-the-month meetings are often abbreviated just to clean up any loose ends before the new month begins.

The commissioners approved the minutes of their last regular meeting of Oct. 26, with a minor correction.

Some reports and many blanket purchase orders were approved. The appropriations for the month of October were also approved to cover the many projects the county accomplished.

There was no new business, public or vendor participation. All claims were approved and the meeting was adjourned by 10:13 a.m.

The County Commissioners then met for their regular meeting on Monday, Nov. 2, at 10 a.m. in the Commissioner’s office of the Jackson County Courthouse.

The commissioners approved the minutes of their last regular meeting of Oct. 30. Some reports and a few blanket purchase orders were approved.

The commissioners approved the renewal of the cooperative agreement between the US Dept. of Agriculture APHIS Wildlife Service Dept. of Agriculture, Food and Forestry and the county.

Then the commissioners voted to go into executive session to discuss the mitigation hearing for District #1 on the Martha Bridge. They were out for eight minutes and approved returning to regular session. They returned with the news that Dale Dunn will be representing the commissioners at the mitigation hearing over the Martha Bridge, Nov. 10, at 10 a.m.

Jerry Gibson presented a proclaimation to the commissioners for Winter Weather Preparedness Day, Nov. 10. The commissoners approved the proclaimation for signature by Cary Carrell, Chairman of the Jackson County Board of Commissioners.

The county received an invoice for phase I of the CIP Inventory of Assets. Payment of the $5000 was approved for services rendered.

Under new business, Carrell read a letter that has been sent to John Wampler and the County Clerk for the commissioners. It was addressed to William G. Wilson, CEO of Jackson County Memorial Hospital (JCMH). The letter is from Carolyn Osborne on behalf of Larry Ray Osborne, who had surgery performed by Dr. Glascow at JCMH on Sept. 17, 2008. Larry Osborne expired on Nov. 5, 2008. Dr. Glascow and JCMH are being sued for $2 million or policy limits for negligence in the personal injury of Larry Osborne.

Also in new business, Dunn mentioned the mitigation hearing and some conferences he will attend. He said the Martha Bridge is open, with just a few fences to complete and river access to secure. According to Dunn, the crew did a good job and completed the project in less than the normal 210 days for a bridge project.

Janet S. Wright, County Treasurer said the protest period for the county taxes is not complete until Nov. 4. Tax bills take 3 weeks to generate, which will be complicated by the many holidays dotting the month of November. County employees will be off the 11, 26, 27 and this month ends a day early. For these reasons, the county will not receive real estate tax revenues during this month, and may need to borrow for projects.

There were no public or vendor participation items. All claims were approved and the meeting was adjourned at 10:45 a.m.
