Jackson County Commissioners held their regular meeting on Monday, June 11, at 10 a.m.

They approved the minutes from last meeting on Monday, June 4.

In reports, County Clerk Christi hair advised that she’d received an amended report from the Court Clerk for the month of April. It was approved.

There were no Officers reports or blanket purchase orders.

Resolution 2012-22 was approved for Bridge Project Number BRO-133D(121)CI by and between Jackson County and the Oklahoma Department of Transportation (ODOT). This resolution authorizes ODOT to pay for the bridge construction. This new bridge will be built approximately one mile east and one-fourth mile south of Martha. Though the bridge has not been designed yet, Marty Clinton, Chair of the Commissioners said the bridge is expected to be bigger than the one being constructed near Humphreys.

The commissioners received an update on the OSU Extension Office Budget, from Gary Strickland. He said that OSU has requested a one percent increase from the counties to pay more to their educators. This will mean an increase of $1,850 in Jackson County, to be added to the $18,850 that the county pays to support the local OSU Extension Office.No action was required at this point.

Strickland also asked for a Transfer of Appropriations from the the OSU Extension Office Maintenance and Operations fund for $1,672 to the Travel Fund.

Gerald Sherrill, Jackson County Assessor asked the commissioners to declare their old server as a surplus item from the Assessor’s Office. This was approved and clean server will be donated to Southwest Technology Center next week.

The Commissioner’s Proceedings for the month of May, 2012 were approved.

Several detention or transportation contracts were renewed by the commissioners. These included: Office of Juvenile Affairs (OJA); Canadian County Juvenile Detention ($19.31/day/child); ROCMND Area Youth Services, Inc. ($17.02/day/child); Texas County ($29.36/day/child); and Western Plains Youth and Family Services, Inc. ($29.35/day/child).

The commissioners opened two bids for the removal and replacement for all floor surfaces for Jackson County Health Department. One bid, from Walker Carpets was complete and bid $77,870.10 for the six-phase project. Another bid was received from an Elk City company, S&S Quality Carpet LLC. It was not clear what the total bid was, as it was phrased differently. The bids were taken under advisement.

An annual agreement between the Jackson County Health Department (JCHD) and the Southwestern Oklahoma Development Authority (SWODA) for the purpose of renting office space for SWODA employees providing eldercare services was approved for $8,000 per year.

The rental contract between George Bros. Termite and Pest Control and Jackson County Health Department for Pest Control Services for FY ending June 2013 was not approved “at this time” by the commissioners. The commissioners had received information that George Bros. Termite and Pest Control have not paid their property taxes.

A rental contract between Verizon Wireless and Jackson County Health Department for four cell phones for FY ending June 2013 was approved for $206 per month.

Consideration and possible action on rental contract between Pitney Bowes Credit Corp. and Jackson County Health Department for digital mailing system and meter for FY ending June 2013 for $354 in quarterly payments. This was approved.

The commissioners approved the Supplemental Agreement between Southwest Oklahoma Community Action Group, Inc. and Jackson County Health Department for the purpose of providing transportation within the County of Jackson to and from Altus for cities of Blair and Olustee. This will be $2 per client trip and 50 cents per mile for Blair and Olustee.

They approved an agreement between Jackson County Health Department and Head Start Program of Southwest Oklahoma Community Action Group Child Health Services.

The commissioners approved the Designation of Karen Testerman, Donna Boone, and Danette Rivas as Requisitioning Officers for the Jackson County Health Department.

In another item, they approved the Designation of Carolyn Gill, Priscilla Guerrero, and Brook Olliver as Receiving Officers for the Jackson County Health Department.

The commissioners did not approve a rental contract between Lee Office Equipment, Inc. and Jackson County Health Department for Office Equipment for FY ending June 2013. Lee Office has not paid their taxes in two years, Clinton said.

An agreement was approved between Jackson County Health Department and Jackson County Memorial Hospital for the purpose of providing X-ray Services.

There was no new business. The claims were approved and the meeting adjourned at 11:05 a.m.
