Dennis, who has been the department's director for 22 years, has been suspended with pay pending determination of an ongoing investigation.
According to Section 1005 of the city personnel policy, an employee may be recommended for suspension, demotion or discharge for wrongful conduct related to the following: insubordination; destruction of property; theft; unlawful conduct; disorderly/offensive conduct; deliberate discourtesy to the public; attendance; acceptance of a gift or fee; improper use of authority; falsification of records; ethical, moral or other conduct unbecoming a city employee; being under the influence of intoxicants or drugs; unreasonable failure to follow any safety policy; smoking in unauthorized areas; vending, soliciting or collecting contributions on the employer's time or premises without prior authorization; illegal discrimination; sexual harassment; excessive garnishments or tax liens on wages; loss of licenses or certificates; job abandonment; failure to maintain conditions of employment or employment eligibility; and failure or inability to adequately perform one's job.
Dennis sparked concerns from members of the City Council recently by barring local storm spotters from participation in the Emergency Operations Center, which he heads. On April 27 the council heard from a representative of the storm spotter organization Altus Skywarn who expressed his concerns over the group's expulsion.
