ALTUS - The city's English only business communications policy, which is being challenged by Hispanic employees, is back on the burner as the United States District Court for the Western District of Oklahoma begins its jury docket Oct. 10.

The Altus City Council will discuss in executive session a mandatory settlement conference set for Oct. 2 in the case of Danny Maldonado, et al. V. City of Altus, et al., and appoint a representative from the city to attend the conference.

Other items to be considered by the Altus Municipal Trust Authority and City Council:

- discussion and vote to approve a resolution authorizing the trust authority to extend the $500,000 promissory note granted to Luscombe Aircraft Corp., now Quartz Mountain Aerospace Inc., in July 2002 to Jan. 1, 2007. The loan, which was originally due Oct. 15, 2003, has been extended four separate times, with a current maturity date of Sept. 30 of this year. On June 21 of this year, the firm paid $250,000 in principal as well as accrued interest and has agreed to make a final payment of $250,000 plus $7,562.40 in interest at 6 percent per annum by Jan, 1, 2007.

- discussion and vote to authorize final payment to Shoestring Enterprises Inc. of Olustee for construction of CDBG Waterline replacement Phase III in the amount of $24,426.80.

- discussion and vote to approve a resolution authorizing the city to make application to the Oklahoma Strategic Military Planning Commission for a grant totaling $200,000 - $180,000 for property acquisition adjacent to Altus Air Force Base to be used as a buffer around the base and $20,000 for mission support and aircrew recruitment. The resolution would also authorize providing 10 percent ($20,000) in matching funds.
