Rewording of Emulsion Asphalt Plant agreement allows Commissioners to support new project

The Jackson County Commissioners held their regular meeting on Monday, June 25 at 10 a.m.

The commissioners approve the minutes from last meeting, June 18, with two minor corrections. There were no reports.

In Officers reports, Commissioner Clinton said he was informed that each department needs to have requisitioning and receiving officers approved annually.

County Clerk, Christi Hair stated that two more bids for the road and bridge materials, tires, and herbicides had been submitted on time but were overlooked when presented to the commissioners. Another bid was received but stated they were not bidding. It was sent in an envelope that did not state “bid”, nor did it have a bid number, according to Hair. Not realizing what it was, Hair opened the non-bid after the Commissioners Meeting.

There were no blanket purchase orders.

The Business Services Agreement from CableOne, for the purpose of providing Internet, was approved. It is $94.95 per month for one year.

Resolution 2012-24 was approved from CED #7 Energy District Authority for the purpose of constructing an Emulsion Asphalt Plant. Commissioner Cary Carrell said that the initial wording was too restrictive. The revised terminology in the agreement won’t prevent the counties from purchasing oil from other sources if necessary. This allowed the Jackson County Commissioners to approve the document showing support for the project.

The commissioners approved a contract for Juvenile Detention Services between the County of Comanche, and the County of Jackson. Commissioner Clinton said the contract amount charged is $24 per day per child.

They also approved a Detention Services Agreement by and between Muskogee Youth Services and the Board of County Commissioners of Jackson County. Their amount is $23.27 per day per child.

Three resolutions were approved for the Treasurer’s office. Resolution 2012-25 was approved authorizing recommended designation of First National Bank and National Bank of Commerce as the Official Depository Banks by Jackson County Treasurer Renee Howard for FY July 1, 2012 through June 30, 2013. Also approved was Resolution 2012-26 authorizing Jackson County Treasurer Renee Howard to apportion interest to designated accounts for FY July 1, 2012 through December 31, 2012. Resolution 2012-27, was approved authorizing Jackson County Treasurer Renee Howard to invest funds for FY July 1, 2012 through June 30, 2013.

The commissioners approved the Disposition of Surplus Equipment for Jackson County Treasurer, Renee Howard. This was a computer that crashed.

Also approved, was the Software and Service Agreement between Jackson County Treasurer and Kellpro for FY July 1, 2012 through June 30, 2013. This contract is for $6,650 per year, which was recommended by the Treasurer.

Receiving Officers for Jackson County Assessor’s Office were approved. They are Robert Wiginton and Trisha Carpenter. Requisitioning Officers for Jackson County Assessor’s Office were also approved as Gerald Sherill and Alyson Braker.

A new contract for copier for County Clerk’s Office was approved with Advantage Office Products, for $1,795 per year. This was chosen over the $2,695 contract from Lee Office Equipment.

The commissioners received information on the Property and Liability Insurance, from Dusty Birdsong, the Association of County Commissioner’s of Oklahoma. The commissioners will gather “further information” regarding this policy. The budget for 2012-2013 has not been approved yet and Commissioner Carrell said the County should not make any large purchases until that budget has been approved.

There was no new business

The claims were approved and the meeting adjourned.
