Council considers new utility rate increases at Special Meeting

The agenda for the Special City Council and Altus Municipal Authority (AMA) meetings is now posted on the City web site and outside the City Complex south door. The meeting will be held tomorrow night, Thursday, July 12, beginning at 6:30 p.m.

The agenda reflects some of the utility rate increases are now different than those proposed at the Tuesday, July 3 meeting.

The Council will meet first because an item in the AMA is based on how the council members vote on the utility increases.

The council will consider minimum increases for garbage and trash pickup rates for all classifications; increasing residential from $10.60 to $15.00, business establishments, schools and churches, from $20 to $22.20, and increasing the flatbed service for all classifications from $1 to $2.50 per month; and the Emergency section making the change effective upon approval, July 12, 2012.

Landfill rates will be considered by increasing the resident contractors and businesses rate from $26.50 per ton to $30.00 per ton and changing non-resident contractors and businesses from $45.00 per ton to $46.00 per ton; and the Emergency section making the change effective upon approval, July 12, 2012.

The council will consider water rates to increase for customers inside the City limits, the minimum monthly bill from $10.00 to $17.50 and the over 3,000 gallons, per thousand gallons from $3.00 to $3.21; and to increase for customers outside the City limits, the minimum monthly bill from $16.00 to $23.92 and the over 3,000 gallons, per thousand gallons from $5.25 to $5.62; and 2) the Emergency section making the change effective upon approval, July 12, 2012 with the July, 2012 billing cycle.

The council will consider making minimum increases for sewer fees for residents ($4.50 to $10.00 minimum) and non residents ($8.00 to $13.50 minimum) and increasing the additional charge from $1.125 to $1.243 per 1,000 gallons of water; and the Emergency section making the change effective upon approval, July 12, 2012.

They will consider increasing electrical customer charges per month depending on the customer classification, and making adjustments in charges to all electrical classification customers, residential, small commercial, level 1 industrial, level 2 industrial, and special commercial, of the Altus Code; and 2) the Emergency Section with an effective date of July 12, 2012.

No specific rates were listed in the agenda.

In the executive session the council will receive separate negotiation updates form the IAFF and the FOP.

The council will also discuss the employment of Parks and Recreation Director, Randy Marple, related to his request to take advantage of both the Limited Time Severance Incentive program, ($9,000.00) and the OMRF Open Window Retirement Program. In open session council may vote to take appropriate action.

Mayor David Webb may make appointments.

City Administrator Elizabeth Gray may make comments and reports.

City Council members may make comments and reports, followed by the mayor’s comments and reports.

Following adjournment, the AMA meeting will be held.

The trustees will vote to approve whatever action the City Council takes in adopting, as is or as amended, separate emergency ordinances to amend the Altus Code 1980, to make increases for electric, sewer, water, trash and landfill fees, in order to fund the Altus Municipal Authority and City of Altus FY 2012-2013 Budgets (10% / 10%), all effective July 12, 2012 with the July, 2012 billing cycle.

Trustees will also receive an update regarding emergency repairs at the water treatment plant from Chief of Operations, Bob Stephenson.

The meeting will then be adjourned.

Found out that our city have been "estimating" our usuage in order to bill us due to lack of help or meter readers. Their estimate on our bill was waaay off and had to actually call it in. We are told that in order for us to geet billed correctly we have to read our own meters or else they will just "guess". That's not right. This is the third time in a roll our bill has been more than what we are use to paying. We didn't even water or use AC and we were billed over $500 again.

These price increases are outrages and wuts all this estimating because there are not enough employees thats not my fault so how will it ever be known how much it actually is...if accordingly its being estimated to previous usage tell me how can it go from anywhere between 10 to 15 al the way up to 50 on my water bill.....that estimate is way way way off i think some of the city employees need to go bak to school and learn how to estimate.....

There was no reason for the city to build the new fancy building to go pay our outrageous light bills at and now we are paying for that building with a hike on our bills. The city needed to fix the water treatment plant and maybe could feel good about some of the money the city is spending!

I realize they must have increases. I am a grandma raising her grandchildren and a disabled son. I work fulltime. The rates of these bills are forcing me to choose between medicine,food or keeping the electric on. Which is a necessity. Water is a necissity too.

Yet i make to much to qualify for foodstamps. I cannot afford to quit my job. which leaves us cutting down on grocery money and my medicine. Going without a surgery I need. Just to pay my electric bill which is higher than my rent.

water rates going up ! are you kidding me, we cant even drink the stuff . and garbage .. go look at are allies and you call this service .... their is no workers ! and you want to increase electric, to pay for your blunders ... its already been increased 3 times, in a times where people are burly getting buy now. and where 17 of you, take one million dollars from this community a year ... OUT RAGE! YOUR all Fired !
