Three resolutions were approved for the transfer of funds at the Jackson County Commissioners meeting held Monday in the Jackson County Courthouse.
Following the call to order, approval of the minutes for Oct. 13, there were no reports or blanket purchase orders to approve.
Three resolutions were approved for the transfer of funds: Resolution 200941, granting permission to transfer $100,000 from the ETR Fund to Highway T-2 District #1, covering materials and labor for projects already accomplished; Resolution 200942, which allowed the transfer of $100,000 from ETR Fund to Highway T-2 District #3 for completed projects; and Resolution 200943 for Fiscal Year 2009 Force Account Bridge Projects District #1.Those projects will be paid out of these funds as they are completed.
Resolution 200944 was presented by Jerry Gibson, from Jackson County Emergency Management, and approved by the commissioners for supporting the Association of County Commissioners of Oklahoma (ACCO) Senior Citizens Nutrition Program. Due to funding cuts, ACCO is asking that a letter be sent to the Oklahoma State legislature asking that this valuable program not sustain cuts, but that appropriations remain at current levels.
Jerry Gibson also presented information on the Safety Award Policy. The commissioners approved the awards, which will total $4380. Out of 106 Jackson County full-time employees, about 84 of them are eligible to receive gift cards with a value of $10 for every year they have not had a work-related accident (up to a maximum of $200.) These Safety Awards are available in the following gift cards: Sears, Radio Shack, Wal-Mart and Atwoods.These awards will be issued at the annual safety meeting.
The commissioners once more approved the Jackson County Conservation District and SWODA Capital Improvement Plan (CIP) Administration Contract Agreement, which runs from June 11, 2009 to June 10, 2011. This will allow for the extensive inventory of county assets. The cost of this program is $10,000.
In new business, Jacob Karns’ last day of employment was Oct. 7, in District #2. A payroll change has been made for Jeremy Kitchens, who will go from hourly to salaried status. A lawsuit is pending by Jake and Jennifer Holsey. Janet S. Wright stated that the County Sales Tax received for August was $112,515.43. This is up from $109,904 in July. Wright suggested that this increase may be due to parents buying back-to-school items. The County Use Tax collections for August were $4845.14. This is also an increase compared to $4251.62 for July. Wright also mentioned that, following the sale of the 38 pieces of county property, there are 7 pieces left which have liens. These can’t be sold unless the liens are removed. Wright said there is a possibility that these liens may be forgiven by the county and the lots be donated to Community Action (SOCAG). The commissioners did not act on this item at this time.
During the public participation section, a representative from Liberty Mutual discussed presenting insurance information to the remaining county employees who have not yet attended an insurance seminar.
There were no vendor participation items and all claims were approved. The meeting was adjourned at 11:04 a.m.
