County established as Recovery Zone

The Jackson County Commissioners met in regular session on Monday, Dec. 21 at the Jackson County Courthouse. Following a call to order for the regular session, and approval of the Dec. 14 minutes and the minutes for the Dec. 14 special meeting, there were no reports. The commissioners gave these reports: Commissioner Dale Dunn said that some people confused last week's information on the Surface Transportation Project (STP) grant with the Community Development Block Grant on Racetrack Road. Dunn said the county will make the minimum requirements to apply for the CDB grant, but still needs information from property owners there to expedite possibly receiving the grant. Commissioner Cary Carrell said that the Finance Committee received and opened 5 bids for the old federal building. The bids ranged from $1000 to $36,000, and the uses ran from youth center to office building. The decision will be made on Dec. 30. Janet S. Wright stated she was glad the internet and phone service was up and running. Gerald Sherrill spent quite a while getting it straight with the phone company which, apparently had entered the wrong IP address for the county offices. Offices were without email from Wednesday, Dec. 9 to Friday, Dec. 18.

There were two blanket purchase orders to be approved. One for the Judicial Drug Court for additional alcohol bracelets, and one for the Assessor's Office.

The commissioners approved the CED7 Certification and Affidavit form for Force Account Project for District #2 for $64,152.34.

The commissioners also approved County Resolution 2009-51 authorizing Jackson County Treasurer, Janet S. Wright to apportion earned interest for the first 6 months of 2010, not to the Capital Improvement Fund, as usual, but to the General Fund.

Also approved was the certificate for SWODA Rural Economic Action Plan (REAP) close out document. This was a certificate for SWODA regarding the Eldorado EMS, which purchased an ambulance for $73,212.60. The remainder of the funds, $1787.40 will be sent back to be reallocated elsewhere.

The changeover of the Jackson County Tobacco Education Committee from the SOCAG, Community Action Group, to the Health Dept. means new subcontracts for the following: Karyl Gray, Lisa Wahrmund, Jareta Davis, Sue Henthorn, Cheyenne Houska, Donna Pike and Lisa Conner. These were approved by the commissioners.

The commissioners heard information from Dan McMahan and David Braddock concerning the approval of Resolution 2009-52. This resolution is the first step in applying for stimulus funds in the form of 2 types of bonds. As part of the American Recovery and Reinvestment Act (ARRA), Recovery Zone Economic Development Bonds and Facility Bonds are available to select cities and counties in the US. The economic development bonds ($1.77 million) could be applied to improving public facilities and infrastructure. The facility bonds ($1.61 million) could be spent on industrial development or rehabilitation old buildings. The commissioners approved the resolution and will begin accepting Request For Proposal (RFP) documents soon.

Representatives of Fidelitylife, a combination term life insurance and long-term care protection plan gave information to the commissioners. Carrell referred them to Nub Smith to review their plan before exploring it further. No action was taken on this item.

In new business, a notice of last day of work was filed for Edward Ybarra in District #2, for Dec. 9, 2009.

There were no public or vendor participation items, and all claims were approved, and the meeting was adjourned.
