Public hearing held for Racetrack Road repairs

The Jackson County Facilities Authority meeting was held Monday preceding a public hearing and the County Commissioners meeting.

The minutes of the Jan. 19 meeting were approved. County Clerk, Christi Hair, gave the current bank balance as $41732.18. The December sales tax was $121,619.00 and the use tax was $3,868.58.

In old business, the insurance adjuster called for an engineer to come evaluate the damage to the courthouse. The engineer will inspect the building on Tuesday, Feb. 23 at 1:30 p.m. The insurance company will pay the engineer.

There was no new business and the meeting adjourned at 9:42 a.m.

At 9:45 a.m., there was a public hearing for the Community Development Block Grant (CDBG) for the repair of Racetrack Road. Clyde Morgan from SWODA was there to explain that the Oklahoma CDBG funds originate in the federal government, in Housing and Urban Development (HUD) and disperse to the Oklahoma Department of Commerce. In this fund there is $2 million, so the application process is very competitive. When the Jackson County application is processed, there will be another public hearing.

This grant application will be for funding to improve the section of Racetrack Road (ECR 159) between Navajo School (CRS 210) west to Veterans (CRS 206).

Commissioner Dale Dunn estimates that this project will run from $300,000 to $350,000. The grant is for $150,000. If the grant is received, the county will pay for the labor, and other materials such as tin horns. Grant funds would help purchase oil and chips.

SWODA would assist the county to apply for the grant. They would do the environmental review, and assist in paperwork. If the funds were received, they would administer the funding. SWODA would need an estimated breakdown of materials and labor from the commissioners before the application is due, March 31. For this assistance, SWODA requests 6%, or $9,000.

This public hearing adjourned at 9:55 a.m. and was immediately followed by the Commissioners meeting.

The minutes of the Feb. 16 meeting were approved. There were no blanket purchase orders or reports to approve.

During the officers' reports, Commissioner Cary Carrell said the engineer will be here Tuesday, Feb. 23, at 1:30 p.m. to inspect the building for damage during the ice storm. Dale Dunn asked if anyone had anything to sell in the surplus items sale. Also, he said he inquired with Representative Ortega's office regarding the 90% FEMA reimbursement that was mentioned by Randy Hopgood of Unified Recovery in last week's meeting. They are checking on that but feel that may be a grant, not a reimbursement for damages from FEMA. When FEMA representatives were here last week, they commented that Jackson County qualified for reimbursement. Governor Henry has applied for more aid for Oklahoma from the President Obama. Sheriff Levick explained the procedures for payment for medications for people residing in the Jackson County Jail. The prisoner's family provides money which goes into an account for extras that the prisoner may need. When a prisoner needs an aspirin, it comes off of that account.

The commissioners approved an agreement between Oklahoma State University's Cooperative Extension Service, the US. Department of Agriculture (USDA) and Jackson County. This process is done yearly.

The commissioners approved Resolution 2010-05 for the CDBG process to apply for the grant for improvements to Racetrack Road.

The Citizen Participation Plan for the CDBG was also approved. This consists of the public hearing held Feb. 22, the future one to be held when the disposition of the grant application is known, and the advertisement that ran 10 days in advance of the public hearing.

Requests for proposals will be made by advertisement for people wishing a bid packet for debris management and removal services for Jackson County. This was approved by the commissioners.

Also approved is the position of a project manager for the disaster management and recovery monitoring services involving the ice storm of Jan.-Feb. 2010.

The close-out document from SWODA for the REAP grant for Conservation District 08-JK-8009 was signed by the commissioners. The funds have all been used.

The monthly highway expenditures for February have been set and approved at $427,296.76.

There was no new business, public or vendor participation. The claims were all approved and the meeting adjourned at 10:40 a.m.
